Indonesia's Data-Center Boom Is a Cooling Problem in Disguise

Batam and West Java are building at hyperscale speed. The grid — and the aquifers — may not keep up.

The Silicon Coast

Hyperscalers have found Indonesia. AWS, Microsoft, Google, Alibaba, Tencent — each has committed multi-billion-dollar campuses in Jakarta, West Java, or Batam.

The numbers

- Announced capacity through 2028: over 1.6 GW of IT load. - Grid capacity in the relevant provinces: strained even before crypto and AI demand. - Water consumption for evaporative cooling at tropical humidity: materially higher than at temperate-latitude campuses.

The unglamorous constraint

Cooling. In Jakarta's climate, air-side economization is off the table nearly year-round. Direct liquid cooling helps but requires purpose-built halls. Retrofitting a 2019-vintage colo is not fast.

What to watch

- Batam's export-processing zone electricity carve-out. - West Java groundwater licensing decisions in 2026. - PLN's willingness to guarantee 99.99% for hyperscale loads on a grid that still trips.

The buildings will get built. Whether they run at nameplate is the actual question.
