Vietnam Is Quietly Building Southeast Asia's Semiconductor Backbone
Fabs, ATP plants, and a national workforce plan. Vietnam's bet on chips is bigger than the headlines suggest.
The Bet
The US-China chip fracture created a hole in the global supply chain. Vietnam has decided to fill part of it.
The plan
- A national semiconductor strategy targeting 50,000 trained engineers by 2030. - A US-Vietnam semiconductor MOU unlocking Chips Act–adjacent partnerships. - ATP (assembly, test, packaging) capacity commitments from Amkor, Intel expansion at Ho Chi Minh City, and a first domestic design campus at NIC Hoa Lac.
The realistic ceiling
Vietnam will not fab leading-edge in this decade. It can plausibly capture a large share of 28nm–90nm production, ATP, and specialty analog. That is where the volume is.
The risk
Talent. A country cannot conjure 50,000 semiconductor engineers by policy alone. The universities know it. The government, refreshingly, admits it.
If the workforce piece works, Vietnam becomes the mid-node backbone of ASEAN silicon. If it doesn't, it becomes another ATP hub. Either outcome is better than where it started.
